Weeks is serving time on sexual assault convictions in the Lansing Correctional Facility in Lansing, Kan.

An arrest warrant was issued Tuesday, said Jessica Brown, Oklahoma State Bureau of Investigation spokeswoman.

Johnson-Willard was reported missing from her Jay home on June 17, 1996. Eight days later, her car was found in a ravine near Colcord.

The car had pieces of torn clothing sticking out of the gas tank and trunk. An OSBI report showed body fluids found in the trunk were Willard’s, and were consistent with those of a dead person.

The OSBI and District Attorney Eddie Wyant announced the charges during a news conference Tuesday at the Delaware County Courthouse.

Fingerprints and DNA evidence helped solved the case, Brown said.
